The circumstances of architectural planning in transitional societies often seem completely impossible. A Biro has a lot of experience precisely with projects which raise doubts right from the start, but so far they have always been able to achieve interesting architecture in the most desperate conditions. The project of the multi-storey car park next to the Medical Centre in Ljubljana actually started with winning the competition in 2001, but over the following five years there were many different turns of events.

The ability to park right in front of an institution, office, shopping centre or bar has gained the status of one of the basic human rights over the past years.
